Once there is a converted hobbit, Early can convert that hobbit to a wraith. As soon as she makes that call, the wraith will sacrifice himself to vig the ringbearer. This can happen once per day/night cycle.

anborn is the witch that turns 4 hobbits that can go back to being ggs after he dies. so we're talking about two different things apparently.

Do the 2 of you agree with turning Foos? I doubt Early cares who she makes a wraith.
The only thing I'll say is that since I've already said that ThaPenguin is converted, if FoosballGod is not a PJHobbit, his turn will not work.
Your call. Turn Penguin? Attempt to turn Foos?
